December 2007 brings back memories of the terrible Tsunami that struck three years ago. This commemoration gives us a chance to look at the rehabilitation work that followed the disaster. In India, UN agencies, NGOs and the Governments of the affected States have used the "Build Back Better" initiatives to go beyond rehabilitation. Disaster-proof homes, preparedness to meet future disasters, nurturing of habitats and livelihoods, protection of children's rights, better health care access - these are just a few examples of this Sea Change. But as this film shows, the most important, recurring image of this change is that of the empowered Indian woman.
