Synopsis:
In the community of Andamarca, at 3600-meter altitude in the South Mountains of Peru, water for irrigation is managed in a collective way by the inhabitants. The right to water accessibility is bound to obligations and responsibilities which are completely fulfilled by the inhabitants. The balance of this micro-society finds its origin in pre-Columbian traditions, but it is far from being a simple static survival; on the contrary, it reconstructs itself daily and always responds to difficulties inside and outside the community.
This spiritual, social and political system of water management is an example for managing water resources for irrigation in a participatory, democratic way that respects the ecosystem. In this context, water management stops being a purely technical question, and implies a balance which is vital for the wellspring of life, and also of society, because water structures all the social and political relationships of this microphone universe. Without the sense of unity that underlies this collective management, the inhabitants would break their roots and the community would be transformed into a dead place.
