This film is about an individual confronted by the impassable wall of bureaucracy. The wall is formed by clerks who don't see the client as the focus of their work, but instead as an obstacle to their firm habits and routines. The protagonist (client) can't get the bureaucrat's attention for the case he needs resolved. He is persistent, but since his case is of no private interest to the clerk, he is no match for the clerk's resolve to ignore him. In a way, he becomes a captive of the bureaucratic system, but, unlike a regular prisoner, he doesn't know how long his captivity will last.
