Synopsis:
In recent times, refugees and foreigners have become the target of populist rhetoric - and when jobs and money are scarce, they often become political scapegoats. In this climate it is rare that a country hosting refugees gives them the right to work legally. However, Iran has bucked this trend and has granted all registered refugees the right to work. Since Iran hosts one of the largest refugee populations in the world, thousands of whom have been working illegally for years, this is not an insignificant gesture. Still, the gains for refugees in the year-old work permit scheme could be offset by fewer jobs as the global economic downturn begins to bite.
